Under current rules, a trading halt on an individual security is placed into effect if there is a 10% change in value of a security that is a member of the S&P 500 Index, Russell 1000 Index or QQQ ETF within a 5-minute time frame, 30% change in value of a security whose price is equal or greater than $1 per share, If a security is subject to a Trading Pause, the Pause Threshold Price field will contain the reference threshold price that deviates 10% from a print on the Consolidated Tape that is last sale eligible as compared to every print in that security on a rolling five-minute basis. A trading halt occurs in the U.S. when a stock exchange stops trading on a specific security for a certain time period. The halt, which can happen a few times a day per security if FINRA deems it, usually lasts for one hour, but is not limited to that. Trading halts can happen any time of day. The listed company is supposed to call the exchange where it is listed, 10 minutes prior to any material news that they are releasing, in order for the exchange to halt the stock before the news is release A trading halt is implemented by the stock exchange, which pauses all trading in the security for a certain period of time. The length of time depends on the circumstances for the halt. The purpose of a trading halt is to pause the trading in anticipation of a major order imbalance and allow the market to digest the news. Level 1 and 2 halts can only happen once per trading day. If the S&P fell 20 percent (that would be to 2,209 as of Friday), trading would stop for the rest of the day. As of the fourth quarter of 2012, the NYSE circuit breaker halts all stock trading for one hour if the DJIA for the day is down by 1,350 points before 2 p.m. That is a 10 percent drop. If the DJIA is down by 1,350 points between 2 and 2:30 p.m., trading halts for 30 minutes. A cross-market trading halt can be triggered at three circuit breaker thresholds that measure a decrease against the prior day’s closing price of the S&P 500 Index -- 7% (Level 1), 13% (Level 2), and 20% (Level 3) (See NYSE, NYSE American and NYSE Arca Rule 7.12).

Reduce the market decline percentage thresholds needed to trigger a circuit breaker to 7%, 13% and 20% from the prior day's closing price, rather than declines of 10, 20 or 30 percent. Simplify the market circuit breaker rules by reducing the number of relevant trigger time periods and trading halt durations.
