Until then you can use the extra light oil to make solid fuel or make more storage tanks for the light. You will want it for petroleum once you start making red and blue circuits. by 'fluid' you mean oil based products right? if you play 0.15 you now have fluid wagons on trains you could use to take it to a 'storage' area to use later, if you research advanced oil you can 'crack' it down to petrolium, you could make heavy oil into lubricant and light oil into solid fuel, or use both heavy and light to make flamer ammo just note that there is no 'useless fluid' in this

Petroleum gas is a gas converted from crude oil (in an oil refinery) or light oil (in a chemical plant). Petroleum gas is used to create plastic bars and sulfur, important ingredients for mid-to-high-level recipes. Petroleum gas can also be used to create solid fuel, but the ratio of fuel created is not as efficient as that of light oil, and petroleum gas is usually too valuable to waste. You can add a small pump connected to your petroleum, (same for light oil) tanks. when the tanks are more than 95% full, turn it on, and pipe that to anything that consumes petroleum gas (resp. light oil).
